Grammar required to hold masses in Valencian

John 1:1 says:

In the beginning was the Word, and the Word was with God, and the Word was God.

The archbishop of Valencia says:

[I]t is very important for the purposes of canonical approval by the Holy See of the missal [in Valencian] that there be a grammar and a dictionary available.

I thought that religious writing in English and Irish way back then led to the first dictionaries and grammars rather than the other way around, as Agustín García-Gasco seems to be suggesting. However, I am probably wrong, and the political circumstances are different in Valencia anyway.
