The headline figure this morning is 20%, but the survey (.doc) asks the question twice and the other answer is different. First there’s question 3:

This comes down to a Stats 101 interpretation problem. If I were a state statistician I’d be embarrassed by a questionnaire that provides such ambiguous results, particularly since the 20.2% figure leaves Spain looking fairly primitive.
